Earning his Ed.D. while working in Moscow.
Tim Neal earned his Ph.D. in Business Administration from Northcentral University while serving overseas as a Foreign
service Facilities Specialist. Now serving in Moscow, he is pursuing a Doctor of Education degree.
Tim has been in college since 1974. He earned an Associate's in General Studies and a Bachelor's degrees in General
Studies, both from Indiana University, and a Master's in Management from Indiana Wesleyan University. He went on to
take a Master's degree in Management Information Systems from Nova Southeastern University, and both Master's
and Ph.D. degrees in Business Administration from Northcentral University.
Neal was enlisted in the U.S. Marines, and retired as an officer from the Indiana and Florida Army National Guards.
He served as a civilian law enforcement officer for 13 years and taught law enforcement courses for Central Texas
College in Okinawa, Japan, then taught computer studies courses for the University of Maryland, Asian Division.
Neal's Department of Defense Civilian career and Department of State career have seen him work in a number
of United States and overseas locations, among them Indiana, Florida, Washington D.C., Europe, Japan and
elsewhere in Asia, and Europe. He has also been a licensed electrical contractor in Indianapolis, Indiana and
then in Florida. He is certified by the Building Owners and Managers Institute International as a Systems
Maintenance Technician, Systems Maintenance Administrator, and Facilities Management Administrator.
