An organizational psychologist, professor, author and consultant, Dr. Lloyd Williams brings to NCU an outstanding
background in both business and in higher education, with over 35 years of experience as a consultant, professor,
program chair and academic leader in higher education.
Williams earned his Ph.D. in organizational psychology at Union Institute in Cincinnati and his D. Min. at Christian
Theological Seminary, Indianapolis. He also has a Master of Divinity degree (Psychology and Theology) from Yale Divinity
School, an M.S. in Psychology and Counseling from Southern Connecticut State University and a B.A. in Religion, Psychology
and Sociology from Earlham College.

Freda Turner, Ph.D.
Dean, School of Business & Technology Management
Dr. Freda Turner served as a Naval Officer for 20 years working in educational leadership. In that capacity, Turner
oversaw the development and delivery of executive and managerial training in domestic and international locations to
military personnel. She served as Program Chair for three doctoral programs, has published numerous articles and
presented a number of professional conferences.
Since her retirement from the military, she became involved in online doctoral education and has
served on over 30 doctoral committees.

Angie Parker, Ph.D.
Dean, School of Education
Dr. Parker earned her doctor of philosophy in Curriculum and Instruction at Arizona State University. She also has a master’s
degree — in Distance Learning and Instructional Design — and bachelor’s degree in education from Arizona State.
Parker has worked both in academic administration and in Curriculum and Instruction in higher education for the past 25 years
and before that taught at the K-12 level. Areas of research interest include Informational Research Strategies, Educational
Applications for the Internet, Educational Applications of Ed Media, The Connected Classroom, Designing Instructional Material for
the Worldwide Web, Action Research in Education, and the Theory and Practice of E-Learning.

Anthony R. Perry, Ph.D.
Dean, School of Psychology
Dr. Perry brings extensive teaching experience to NCU, having taught more than twenty-five different
courses. His educational philosophy is based on the concept of the lifelong learner and he is
committed to seeing that students learn to think critically, creatively and constructively;
to explore the unknown carefully, systematically and completely; and to express their ideas
clearly, accurately and passionately.
